Rent check · Haarlem
Is your rent too high in Haarlem?
Haarlem has high WOZ values close to Amsterdam's, which adds points. Older homes with a poor energy label, common in the historic centre, lose points again.
Since 1 July 2024, homes with up to 186 WWS points have a legal maximum base rent. The table below shows what that maximum typically is for apartments in Haarlem in 2026.
| Typical home | Est. WOZ | Points | Max. base rent |
|---|---|---|---|
| Studio, 30 m² | €193,000 | 104 | €665.12 |
| 1-bedroom apartment, 40 m² | €257,000 | 120 | €774.94 |
| 1-bedroom apartment, 50 m² | €321,000 | 134 | €871.06 |
| 2-bedroom apartment, 65 m² | €417,000 | 156 | €1,022.07 |
| 3-bedroom apartment, 80 m² | €514,000 | 179 | €1,180.01 |
Calculated with the official 2026 WWS rules and rent table. Assumptions: apartment with energy label C, basic kitchen and bathroom, a small private balcony, and a WOZ value based on the Haarlem region average of €5,582 per m² (2026). Every home gets points for its surface area, heating, energy label, kitchen, bathroom, outdoor space and WOZ value. The total decides the legal maximum: up to 143 points is social rent (max. €932.93 at 143 points), up to 186 points is mid-rent (max. €1,228.07), and from 187 points there is no maximum for the starting rent.
The maximum applies to the base rent (kale huur). Service costs such as cleaning, internet or furniture are separate.
What to do if you pay too much
- Ask your landlord in writing to lower the rent to the legal maximum.
- If they refuse, ask the Huurcommissie to assess the rent. For the starting rent, do this within 6 months of your contract start.
- Keep paying your rent while the procedure runs.
